HDB Grants 2026: EHG & PHG Eligibility Explained

Why grants matter so much for affordability
HDB grants are added directly to your purchase budget on top of your income and savings — they don't need to be repaid like a loan, and for many first-timer households they make the difference between an EC-adjacent budget and a smaller starter flat. Two grants matter most for resale and BTO buyers: the Enhanced Housing Grant (EHG) and the Proximity Housing Grant (PHG).
Enhanced Housing Grant (EHG)
EHG is available to eligible first-timer families and singles, for both new (BTO) and resale flat purchases. The grant amount is highest for lower-income households and tapers down as average gross monthly household income rises, reaching zero above the income ceiling. Because it's income-tested, two households buying an identical flat can receive very different EHG amounts.
Proximity Housing Grant (PHG)
PHG rewards buyers of resale flats who choose to live near — or together with — their parents or married children. Unlike EHG, it's a flat amount and isn't income-tested, so it's available to a wider range of buyers as long as the proximity condition is met.
Can you receive both grants?
Yes. Eligible buyers can combine EHG and PHG on the same resale flat purchase, and first-timers may also be eligible for the CPF Housing Grant depending on flat type. What grants don't change
Grants increase your effective budget, but they don't change the MSR and TDSR loan limits that cap your monthly repayments relative to income. A larger grant helps most when your loan is already the binding constraint — for high-income buyers already well under the MSR/TDSR ceilings, the practical effect of a grant is mainly a smaller loan or more cash headroom, rather than a higher affordable flat price.
